Our Responsibilities

The Dillon County Assessor is not an elected position that serves a four-year term, this is an appointed position. The Assessor conducts an assessment and valuation of all real property (land and buildings) in Dillon County except for those properties assessed by the South Carolina Department of Revenue (e.g. manufacturing facilities). The Assessor’s Office also handles reassessment of taxes per SC Law; maintains records on mobile homes, assists with mapping, and the assisting with assessment records of all properties.

The primary duties of the Assessor’s Office are to inventory all real estate parcels, maintain the property tax mapping system, and maintain property ownership records. It also adds and values new properties and conducts a reassessment of all properties every five years.

Assessing properties is an ongoing process that requires continual corrections and record maintenance. Changes of address, new property or home sales, and changes in land uses of a specific area must be taken into account for accurate tax maps and valuations. The Assessor’s Office must keep track of any changes among all the parcels in Dillon County.

Technological advances allow for a more accurate description of a property and calculation of its value. Maps are digitally created from aerial photographs, which become a key part of the County’s Geographic Information System database. You can search properties and tax and valuation information, recent sales info, deeds, plats and other info on the GIS website.

What We Do…And Don’t Do

Many confuse the Assessor’s Office with the County Treasurer’s Office. Both have completely different responsibilities and duties in serving the citizens of Dillon County.

  • Appraise Real Property and Manufactured (Mobile) Homes for tax purposes
  • Accept and process written appeals to values generated by this office
  • Update ownerships on real property records based on recorded transfer instruments (deeds)
  • Determine the area of land to be included in a tax parcel of land using recorded deeds and plats. (i.e. combine parcels, subdivisions, etc.)
  • Maintain and process 4% legal residence and agricultural applications
  • Provide property records. (Shows sketch of buildings and other related information)
  • Discover, measure, and appraise new construction for tax purposes
  • Process Multiple Lot Discount applications for developers meeting requirements of South Carolina Code of Laws Sec. 12-43-224 and Sec. 12-43-225
  • Change mailing address for real property owners as requested
  • Mobile Home registration
  • Mobile Home Moving Permits
  • Give legal advice
  • Research real property for a legal claim
  • Have a tax or other information on vehicles, boats, motors, or other personal property
  • Give information on or estimate property tax amounts
  • Issue any type of permits (Building, electrical, etc.)
  • Give information on delinquent taxes
  • Accept payments for County property taxes
  • Assign site addresses
  • Grant exemptions for real property

Taxpayer Advocate

The SCDOR Taxpayer Advocate is available to help taxpayers with questions, concerns, and tax issue resolution. The Taxpayer Advocate is based in our Columbia office and makes periodic visits to all locations around the state to meet with taxpayers. The Advocate is also available by phone or email.
