Roles & Responsibilities
The Clerk To Council is responsible for documenting, recording, and interpreting the actions of the elected Dillon County Council and Administration. The position reports directly to the County Council and oversees all meetings and official activities of the County Council and is responsible for proper records management of Council.
The Clerk To Council serves as a link between the legislative and administrative areas of County government. Under state law, the Clerk is responsible for the proper recording and filing of all ordinances, resolutions, petitions, and other legal documents.
The duties and responsibilities of the Clerk To Council’s Office involve extensive coordination and interaction with:
- County Council
- County Boards and Commissions
- County Committees
- County Administration & Departments
- Citizens of Dillon County
The primary and most important role of the Clerk To Council is proper management of official County Council meetings and records management. The Clerk is also responsible for accurate recording of all meetings and proper management and updating of County codes and ordinances. In addition, the Clerk is responsible for:
- Prepares agendas and records proceedings of City Council and numerous City Boards, Commissions and Committees and attests to all documents issued by the County;
- Produces County Council records in court litigation;
- Receives claims against the County;
- Serves as the custodian of all County records and the County Seal
Serving On County Boards, Commissions, or Committees
Dillon County Council has several boards, commissions, and committees that have been setup to assist Council and staff with providing quality programs and services to County residents. All of these appointments are voted on and approved by Council as a whole. Many of the Board, Commission and Committee seats are appointed by each of the 7 County Council members so that there is representation from all 7 Districts.
Residents are urged to get involved and provide their experience and expertise by applying for and serving on one of these committees, boards, or commissions. If you have interest in serving, contact your County Council member or the Clerk To Council.
Regularly Scheduled County Council Meetings
The Dillon County Council meets on the 4th Wednesday of each month beginning at 6 p.m. unless otherwise changed due to Holidays. Special called meetings may be held with proper public notice and those meetings will be posted at the County Administration Building and online on the County website. Freedom of Information Act (FOIA) Requests
Citizens who wish to obtain information and official records from Dillon County Government can file a Freedom of Information Act (FOIA) Request. Under South Carolina Law, government agencies are required to provide requested information under the terms of the law.
The Clerk To Council is the governmental office holder who receives FOIA requests and who works with Council, the County Administrator, and the appropriate department heads and staff to provide the requested documents in a timely manner. All FOIA requests must be signed and dated and submitted to the Clerk To Council in person by visiting the County Administration Building or by USPS return receipt mail. Requests sent by fax or email or those that are not signed and dated will not be accepted.

Requests To Address County Council
Should any person, group, or organization request to be heard upon any matter at a regular or special meeting of Council, such person, group, or organization shall submit a written request to the Chairman of County Council to place such matter on the agenda for the meeting at least seven (7) days prior to the date set for such meeting. The request shall specifically state the reason for the appearance.

Any person or organization wishing to use the Courthouse grounds, or any park or County facility must fill out one of the following forms and return it to the Clerk To Council.

The Dillon County Council has the power to create Boards and Commissions that assist the Council and staff with work important to the citizens of Dillon County. Dillon County Council appoints members of each Board or Commission. Many Boards, Commissions, or Committees are created so that each of the 7 Council members appoint a member so that each of the 7 Districts of the County are represented. Each Board, Commission, or Committee has its own mission, rules, and regulations as set and approved by County Council.

- Dillon County Zoning Board of Appeals

Any citizen of Dillon County can request and apply to serve on any of the Boards, Commissions, or Committees. County Council has final say on those selected for each vacancy, but all applications will be reviewed and considered.
