About Us
Dillon County E9-1-1 Central Communications became operational on October 15, 1995. At that time all Fire, EMS, Law Enforcement and Rescue calls were answered and dispatched from one location. Prior to that time, calls were answered at the Dillon, Lake View and Latta police departments.
“E” in front of 9-1-1 stands for “enhanced” which means that when the call comes in it is processed by the computer to provide the telephone number of the caller’s phone, the address where the phone is located and the accountholder’s name. After verifying that the displayed information is correct, the telecommunicator then transfers the information into a Computer Aided Dispatch (CAD) system. CAD provides a computerized way of entering and keeping track of the progress of a call, replacing handwritten paper records.
The Federal Communications Commission (FCC) has addressed the problem of un-enhanced 9-1-1 calls by mandating that mobile phone companies start providing phone number and location information in two phases. Wireless E9-1-1 Phase I, provides the caller’s mobile phone number to the telecommunicator answering the call, but still does not provide any location information. Wireless E9-1-1 Phase II, provides the caller’s phone number, but adds a caller’s location based upon latitude and longitude, as well. The lat/long point is then plotted on a computerized map of the county so the telecommunicator can see what road or address or other landmark the caller is near, and what Fire, EMS, Rescue, or Law Enforcement units to send. Dillon County is currently receiving Wireless E9-1-1 Phase II calls.
The changes in wireless 9-1-1 service represent just one example of how 9-1-1 technology continually evolves. As computer capabilities improve, 9-1-1 software programmers are able to develop applications that further improve 9-1-1 telecommunicator’s ability to provide quicker, more accurate responses to people’s call for help. To stay on top of the technology curve, equipment and software constantly require upgrades and/or replacement. Our goal is to provide the best service we possibly can to the people who call us for help.

Mission Statement:
The mission of the E9-1-1 Address Information Department is to maintain the most highly accurate E9-1-1 Emergency Phone System in the State of South Carolina. The E9-1-1 Address Information Department will continue to provide the citizens of Dillon County with correct addresses and to name the roads.
Functions:
Plans, develops, schedule, and coordinates all phases of the E9-1-1 Administration Office, which includes maintaining database, issues proper addresses, assigning of street names, coordinating data to the postal service and telephone company.
E-911 Addressing
In an emergency, locating the address as soon as possible is the first step in saving lives and property. Time wasted searching for the proper address is something many 911-callers can’t afford.
Proper marking of a home street address is the responsibility of the homeowner. If you need assistance getting a reflective sign, your local fire department may sell them. If they do not, you can call our office and place an order for one through us. You must pay upfront if you order through our office. Numbers should be at least 5 inches in height and posted at the end of the driveway. The address should be clearly visible day and night and from both directions.

- What is 911 Addressing?
A. 911 addressing is a confidential information database that links telephone numbers and addresses at the time of a 911 emergency call. - What do I need to do to get a 911 Address?
A. Most address information can be given over the phone. Most times it is not required that you come into our office. There are times that it will be required that you come into our office to locate on OUR maps the location on a property where the address is needed. Remember our No. 1 goal and your No. 1 priority should be to make certain your address is correct and in our system AND you have the proper street number and reflective signage. - Do I Need my Tax Map Number?
A. It is not required to have your Tax Map Number, although it IS very helpful. - Where Do I Place My Mailbox?
A. 911 Addressing/Mapping will assign your street address. You will need to contact the post office that will deliver your mail regarding the placement of your mailbox. - Why Doesn’t My Address Display on Google Maps, GPS, etc.?
A. The maps and other information about roads, addresses, businesses, etc., are loaded onto consumer navigation devices by the commercial companies that manufacture them. Neither the U.S. Government’s GPS programs NOR Laurens County, provide any of this data. You can, however, be assured that 911 Dispatch is provided with all road updates, changes and deletions on a weekly basis. These updates are provided to them in-house by this office to ensure that emergency service responders can locate callers in a time of emergency. - What do I need in order to get a 9-1-1 address?
A. You will need to have the 4 corners of the residence, not the property staked off and visible from the road - What constitutes naming a private road?
A. There must be 3 or more separate dwellings down the same driveway. - Do I need to post my 9-1-1 address?
A. Yes, this is very important! State law requires you to post the numbers on BOTH sides of your mailbox AND your residence. - Who do I call if my road sign has been stolen or knocked down?
A. Call 843-774-1458and we will pass this information on to the Dillon County Maintenance Department. People that are removing the signs do not realize they are tampering with traffic control device and someone’s life could depend on that sign.
E-911 Freedom of Information Act (FOIA) Requests
The Dillon County E-911 & E-911 Addressing Department provides information to the public per South Carolina Freedom of Information Act (FOIA). Those wishing to make a FOIA request are asked to fill out the attached FOIA Request form and return it by mail, fax, or in person to the E-911 Office. FOIA requests are not accepted via email and must be filled out completely. If you have additional information pertaining to requests for information or FOIA requests, please contact our office.

Requests To Address County Council
Should any person, group or organization request to be heard upon any matter at a regular or special meeting of Council, such person, group or organization shall submit a written request to the Chairman of County Council to place such matter on the agenda for the meeting at least seven (7) days prior to the date set for such meeting. The request shall specifically state the reason for the appearance.

The Dillon County Council has the power to create Boards and Commissions that assist the Council and staff with work important to the citizens of Dillon County. Dillon County Council appoints members of each Board or Commission. Many Boards, Commissions, or Committees are created so that each of the 7 Council members appoint a member so that each of the 7 Districts of the County are represented. Each Board, Commission, or Committee has its own mission, rules, and regulations as set and approved by County Council.
